Haywood County was established in 1823 and named for Judge John Haywood, the state's first serious historian. Brownsville has been the seat since the beginning. Just under eighteen thousand people live on five hundred and thirty-three square miles, and Haywood is one of only two Tennessee counties with a majority African-American population; Shelby is the other. It is also, at the moment, the county with the most new construction on the site.
Both the Hatchie and the Forked Deer cross Haywood County, which is unusual — one of them is the least modified river in West Tennessee and the other is among the most. The Hatchie National Wildlife Refuge covers eleven and a half thousand acres in the south of the county and has done since 1964. What that means on a job is that the southern half of the county behaves like bottomland: high water tables, slow drainage, and crawl spaces that hold moisture through a whole summer whether or not anything leaked.
Blue Oval City, the Ford and SK battery and electric vehicle campus announced in 2021 at around five point six billion dollars and some five thousand seven hundred jobs, is being built near Stanton. That is the largest single driver of new residential construction anywhere on this site, and it is changing the housing stock of a rural county inside a decade. New construction fails differently from old: supply lines under slabs, unseasoned framing, and drying assemblies that were sealed before they were dry.

Haywood County is an exempt jurisdiction with a named county code enforcement officer and the 2018 International Codes adopted effective 1 June 2021. Brownsville runs its own codes office, which requires permits for plumbing, roofing, remodeling and new construction and inspects framing, plumbing, gas piping, mechanical, insulation and final occupancy. Stanton has no codes department we could find, so work there runs through the county.
