Hardeman County was established in 1823 and named for Colonel Thomas Hardeman, a War of 1812 veteran who served as its first county court clerk. The seat began as Hatchie Town on the river and was renamed Bolivar in April 1824 for the South American liberator. Twenty-five thousand people live on six hundred and sixty-eight square miles. Note that the county's population figure is inflated by two correctional facilities at Whiteville; household counts are a good deal lower than the headline.
The Hatchie runs through the middle of the county and the gauge near Bolivar is the best flood record on the site. Flood stage is eighteen feet, moderate is twenty, major is twenty-eight. The record is 21.53 feet on 15 February 1948. Bolivar has been over twenty feet six times since then, three of those since 2001, and over eighteen feet in 2001, 2002, 2010, 2011, 2019, 2021 and 2025. That is a river that reaches the same houses repeatedly, which changes what is worth rebuilding and how.
Bolivar Energy Authority is a municipal electric system and nothing else — no water, no gas — running thirteen hundred and fifty miles of line to about eleven thousand two hundred meters across Hardeman and parts of Fayette, Chester, Madison and Benton County, Mississippi. That works out at roughly eight customers per mile of line, which is the real measure of how rural this county is and a fair predictor of how long power stays off after a storm.

Permits and licensing in Hardeman County
Hardeman County takes the state residential building permit in its unincorporated areas — one of only a handful of Tennessee counties where the State Fire Marshal issues rather than a local office. Bolivar and Grand Junction are exempt and run their own; Bolivar's codes enforcement department is on West Jackson Street with a published fee schedule. Whiteville, Middleton, Toone, Hornsby, Saulsbury and Hickory Valley all take the state permit, which means scheduling around a state inspector's route rather than a local one.
There is no Home Improvement license requirement in Hardeman County; the state contractor's license applies above twenty-five thousand dollars and is searchable at verify.tn.gov. On 17 January 1999 an F1 tornado ran twelve miles near Saulsbury, killed one person, injured four, destroyed fourteen houses and damaged twenty-seven. On 3 April 2025 an EF2 crossed into the county southeast of Middleton and injured three. Hardeman received both individual and public assistance in the April 2025 federal declaration.
