A single number serves the whole county, and it stays the same from the seat out to the last crossroads on the county road.
Chester County was created in March 1879 and its organization held up by litigation until 1882, which makes it one of the youngest counties in Tennessee. It was named for Colonel Robert I. Chester, a War of 1812 quartermaster, early Jackson postmaster and federal marshal. Seventeen thousand people live on two hundred and eighty-six square miles. The seat is Henderson — which is not in Henderson County, a distinction this site is careful about because getting it wrong sends a truck twenty-five miles the wrong way.
This is a headwaters county rather than a river one. The South Fork of the Forked Deer starts here, where Huggins Creek meets Tar Creek in the south of the county, and runs north to Jackson from there. There is no major reservoir, no Tennessee River frontage and no bottomland of any size. Chickasaw State Park — twelve hundred and eighty acres inside a fourteen thousand acre state forest — sits across the Chester and Hardeman line near Henderson.
Electricity is the complication here. The Henderson Utility Department supplies water, natural gas and wastewater and says plainly on its own page that it does not supply electricity. Three separate distributors serve parts of Chester County: Southwest Tennessee Electric Membership Corporation, Pickwick Electric Cooperative and Bolivar Energy Authority. Nobody can name the right one from the county alone, so on a job that needs the power killed at the pole we ask for the bill rather than guessing.

Permits and licensing in Chester County
The state lists Chester County as taking the state residential building permit, and the county also runs its own Building and Zoning department requiring a permit for anything over two thousand dollars — additions, decks, porches, carports, pools, accessory buildings and manufactured homes. Both are true at once, because a state residential code permit and a county building and zoning permit are different instruments. The City of Henderson covers the city and its planning region on the 2018 International Codes; the county covers the rest, and the county says the two sets of requirements now mirror each other closely.
Chester County has no Home Improvement license requirement, and the state contractor's license applies above twenty-five thousand dollars as it does everywhere. The National Weather Service documented no tornado in Chester County in the 2 April 2006 outbreak and none in April 2025, which makes this one of the quieter counties on the site for wind. Chester was, however, in the winter storm disaster declaration and in the federal agricultural designation that followed it.
