Carroll County was established on 7 November 1821 and named for Governor William Carroll. Twenty-eight thousand people live on five hundred and ninety-nine square miles. Huntingdon is the seat; McKenzie is the largest town, and McKenzie sits at the tripoint where Carroll, Henry and Weakley counties meet, with its city hall and most of its people on the Carroll side. Bethel University, founded in 1842 and affiliated with the Cumberland Presbyterian Church, is there.
Carroll County sits on the eastern edge of the West Tennessee plain, where the plateau slope begins its step down toward the Western Valley of the Tennessee River. The Big Sandy River rises northwest of Lexington and crosses into Carroll County near the community of Yuma before running on into Benton. There is under a square mile of standing water in the whole county. Loess, which is seventy feet thick at the Mississippi bluffs, has thinned to almost nothing this far east, and the ground under a Carroll County house behaves quite differently from the ground under a Ripley one.
The Carroll County Electric Department, on West Paris Street at Huntingdon, serves Carroll and Henderson counties. The Milan Department of Public Utilities also reaches part of Carroll. Natural gas is the West Tennessee Public Utility District, also on Paris Street at Huntingdon. Water and sewer come from the individual towns, several of which — Hollow Rock and McLemoresville among them — supply water and nothing else.
