Dyer County was established on 16 October 1823 and named for Robert Henry Dyer, a state legislator who had been an officer in the Creek War and the War of 1812. Thirty-seven thousand people live on five hundred and twelve square miles. Dyersburg is the seat and has been incorporated since December 1850, which is early for this part of the state. Note that the town of Dyer is not here — it is in Gibson County, twenty miles east, with a different utility and a different permit office.
Three river systems finish in this county. The Mississippi forms the western boundary, the Forked Deer runs into the Obion inside the county, and the Obion runs into the Mississippi at the Dyer and Lauderdale line. That is a great deal of confluence for one county, and it is why the western third of Dyer County is bottomland that drains slowly and holds a high water table for much of the year regardless of what has leaked in any particular building.
Utilities here are unusually granular. Dyersburg Electric System covers the city limits and parts of the county. Newbern Electric, Water and Gas is a single small utility running all three services to something over seventeen hundred customers, and also sells rural water and gas outside the town. Gibson Electric Membership Corporation and Forked Deer Electric Cooperative both serve parts of the county. Four organizations in one county, and the right one for an address is the one on the bill.

Permits and licensing in Dyer County
Dyer County issues its own building permits for all new construction including mobile and modular homes, additions, alterations, demolitions and accessory buildings. Dyersburg runs a full codes enforcement department with a commercial inspector, a residential inspector and a separate code enforcement officer. Newbern and Trimble take the state permit. This is one of the better-covered counties in the northwest, which is not something that can be said of its neighbors.
There is no Home Improvement license requirement in Dyer County. Above twenty-five thousand dollars the state contractor's license applies and can be checked at verify.tn.gov. The EF-3 tornado of 10 December 2021 began southwest of Newbern, ran seventy-one and a half miles at a hundred and sixty miles an hour up to a thousand yards wide, and injured five people without killing anyone. Dyer County received both individual and public assistance in the April 2025 federal declaration.
