Take Crump first and Hardin County second: the town sets the conditions, the county sets the rules. Incorporated town in Hardin County on the west bank of the Tennessee River, with a 2020 population of about 933.

The last part of the approach from Jackson, fifty-five miles out, is the Highway 64 bridge over the Tennessee River. Savannah is six miles east across the water, Adamsville eight west, Shiloh ten south and Selmer fifteen. The honest constraint is that crossing: everything on the far bank — the county seat, the hospital, the suppliers — is a bridge away, so the loading list gets written before the truck leaves rather than added to from the road.

The losses cluster where the ground is lowest, on the river-adjacent lots and along the Cypress Creek bottom, and they cluster there for reasons that are about elevation rather than about the buildings. Away from the water the town is ordinary small-town building on higher ground and behaves like it. Manufactured housing is scattered through both and is the category most sensitive to where it sits. In a place of about nine hundred people the whole pattern is legible from a single drive through it.

That is not a problem in calm weather and it is one at three in the morning, so the useful thing an owner here can do is read both bills once, write down the two account numbers and the two emergency lines, and keep them somewhere other than in the house.

Crump is a river town of about nine hundred people on the west bank, opposite Savannah. The stock is small-scale and low: frame houses on crawl spaces, manufactured housing, and river-adjacent lots whose elevation matters more than their construction does. Being on the west bank puts it on the opposite side of the water from the county seat and the hospital.
