Tipton County was cut out of Shelby in 1823 and named for Captain Jacob Tipton, killed leading his men near Fort Wayne in 1791. Covington has been the seat since 1826. Sixty-one thousand people live across four hundred and fifty-six square miles, and three quarters of them own the house they live in — a materially different pattern from Shelby County next door, and one that shows up in who calls and what they ask for.
The Second Chickasaw Bluff is here, at Randolph, which was a serious rival to Memphis in the 1820s and is now a boat ramp. The Mississippi forms the western county line and the Hatchie the southern one. The Hatchie is the fact worth carrying: two hundred and thirty-eight miles long, the longest free-flowing tributary of the lower Mississippi, and designated a Class I Natural River Area in its entirety on 12 February 1970 — a slow meandering swamp river full of oxbows rather than a channel. Almost every other stream in West Tennessee was straightened in the twentieth century. This one was not, and it behaves accordingly when it comes up.
Water service here is genuinely fragmented and it matters at two in the morning. Covington runs city water, sewer and gas. Atoka, Brighton, Munford and Mason each run their own town system. Everything between them is the First Utility District of Tipton County or Poplar Grove Utility District. Electricity is Covington Electric System inside Covington and Southwest Tennessee Electric Membership Corporation — a member-owned cooperative of about fifty thousand meters across eleven counties, with offices at Covington and Atoka — everywhere else.

Permits and licensing in Tipton County
Tipton County is an exempt jurisdiction and its towns are too, with two exceptions on the state list: Burlison has opted out of the residential permit program in its own right, and Mason takes the state permit. Tipton County Planning and Development inspects the unincorporated county along with Gilt Edge and Garland, which contract their planning, zoning and inspection to the county, and offers same-day inspection if the call comes in between eight and eleven in the morning.
There is no Home Improvement license requirement in Tipton County. The state contractor's license applies from twenty-five thousand dollars up, as it does statewide, and it can be checked at verify.tn.gov. On 31 March 2023 an EF-3 with a hundred and fifty mile-an-hour winds ran thirty-nine and a half miles from Tipton County into Haywood, killed one person in Covington and injured twenty-eight. Out-of-area crews arrived within days. Looking up a license number takes about a minute and is worth the minute.
