Nothing above is a quote and nothing above is an estimate. Both of those require somebody standing inside the building with a meter.

Two very different failures arrive under one heading. In town the line surcharges: a main takes more storm water than it can carry, or a lateral collapses, and the lowest fixture in the house becomes the relief point. Outside town the septic system is the whole treatment plant, and in silt this permeable a drain field can accept water for decades and then stop during one wet week. Septic permits come from the state everywhere in Tennessee, so the file on an older field is worth pulling before anybody digs.

Contaminated water is not handled as clean water with a smell attached. Category 3 carries whatever was in the line, and porous material that absorbed it — pad, wallboard, particleboard, batt insulation, most contents that sat in it — is removed rather than dried, because cleaning cannot reach through the thickness of the material. Hard surfaces are cleaned, rinsed, then dried and checked. None of that is a statement about anyone's health; it is a statement about what can and cannot be cleaned.

What people notice first

  • A floor drain or tub that fills when the washing machine drains
  • Gurgling from a toilet when a different fixture is used
  • Dark water at the base of the lowest fixture in the house
  • Wet ground standing over the drain field after a dry week
  • Two or more fixtures draining slowly at the same time

How the work runs

  1. Stop the use and isolate the room

Nothing else goes down a drain until the cause is found, because every flush upstairs adds to what is on the floor. Doors get closed, the airflow in the affected area is put under negative pressure, and traffic in and out is limited to one path. Isolation is what keeps a contained problem from becoming a whole-house one.

  2. Remove the contaminated porous material

Carpet and pad, wet wallboard, soaked insulation and particleboard cabinet bases come out and are bagged at the room rather than carried through the house. Cut lines are set above the wet edge, not at it. Contents are sorted into what can be cleaned and what cannot, and the sorting is documented as it happens.

  3. Clean the hard surfaces

Framing, subfloor, tile, concrete and the remaining structure are cleaned by physical removal first — the soil comes off with agitation and detergent — and only then treated with an antimicrobial applied per the label. Cleaning before applying anything is the part people skip. Wet vacuuming and rinsing continue until the surface is visibly clean.

  4. Dry the structure

Only after cleaning does drying equipment go in, since running air movers over contaminated material spreads it. Dehumidification handles the moisture the extraction and cleaning left behind, and readings are taken at marked points on framing and subfloor. The space stays under containment while it dries.

  5. Fix the cause, then rebuild

A backup that came from a collapsed lateral, a root intrusion or a failed field returns on schedule unless that is corrected, so the plumbing or the septic work happens before the wallboard goes back. Rebuild covers what was removed, and a backwater valve is worth discussing where the house sits low on the line. The rebuild is the last step rather than a parallel one.

Tile floors are checked for a wet setting bed before anybody talks about lifting them, because most tile over a sound bed dries in place and does not need to come up.

What this looks like in West Tennessee

In town the failure is usually hydraulic rather than mechanical. Nonconnah Creek carries the drainage of about half the metro and reverses once the Mississippi passes 40 feet on the Memphis gauge, well under the 46 feet that counts as major flooding there, so a sanitary line can be taking storm water at the same hour the creek stops falling. The lowest fixture in a house becomes the relief point for both at once. Out in unincorporated country the arrangement differs in kind: the drain field is the treatment plant, and well drained silt of moderate permeability will hide a failing one for years.

So the first calls on one of these are administrative. Where a municipal main surcharged, the utility that owns it gets notified, because a street-wide event is not a private plumbing repair and the record of it matters later. Where the house is on a field, the permit is a state record, and there may be no county office to ask — Decatur County opted out of the state residential program and keeps no codes department of its own. Removal volume is estimated before loading, since contaminated porous material is bagged at the room and hauled away. Containment, protective equipment and disposal are settled in that same conversation.

The boundary of what gets covered follows postal geography, which does not line up neatly with city limits, school districts or county lines, and occasionally splits a subdivision.

Questions that come up

Can I clean this up myself?

A clean-water toilet overflow onto a tile floor, caught immediately, is a mop-and-disinfect job and most people do it themselves. Anything that came from the sewer side, anything that reached carpet, wallboard or cabinets, and anything covering more than a small area is not, because the cleaning has to go where a mop cannot. That is where the line falls, and it has nothing to do with how bad it looks.

Why does the wallboard have to come out?

Wallboard wicks contaminated water upward through its core, and the paper facing feeds anything that grows on it. Surface cleaning treats the face while the core stays soiled and wet, which is why the cut line is set above the wet edge instead of at the visible mark. Framing and sheathing behind it can be cleaned in place because they are dense and reachable.

Is a sewage backup a health risk?

It is treated as contaminated for good reason, and the work is done under containment with protective equipment for that reason. What that exposure means for a specific person — a small child, someone pregnant, someone with a suppressed immune system — is a medical question, and the honest answer is that it belongs with a doctor rather than with a restoration contractor.

Does insurance cover it?

Sewer and drain backup is commonly excluded from a standard homeowners policy and added back by endorsement, often with its own dollar limit, so the answer depends on a form that was chosen before any of this happened. Septic failure is frequently treated differently again. Call the carrier early, get the claim number, and keep the removed material photographed and listed before it goes to the curb.

Before you call

If your building sits in one of the counties that inspects nothing beyond the city limits, ask on the phone how the rebuild will be documented instead. Ask that question early.
