Forty road miles from the Dyersburg end of this desk, and the last stretch is the 45E corridor. Dresden is ten miles on and Greenfield ten to the south; South Fulton is fifteen north and Union City eighteen west. The drive itself is unremarkable. The constraint that does bite is the academic calendar: between semesters a large share of the rental housing has nobody in it, and reaching a landlord or property manager rather than a tenant is the difference between working that day and working the next one.

Two parts of this city produce most of the work and they do not overlap. The band of older converted housing near the campus generates volume, because there is a lot of it, it is old, and it is intermittently occupied. The owner-occupied neighborhoods away from it generate fewer and larger jobs, in buildings where somebody notices a problem the day it starts. Commercial frontage along the highway is a third category again, mostly flat and low-slope roofs where a failure spreads laterally across a ceiling grid before it appears below.

Outside every town limit in this county, Weakley County states that it has no building codes or restrictions at all beyond a twenty-five dollar permit fee — and it still requires that permit for a new house, an addition, a mobile home relocation, an in-ground pool or any structure valued over five thousand dollars. Inside this city, none of that applies and the full 2018 code set does. The city limit is the most consequential line on a Weakley County map, and it is not where most people assume it is.

Martin is a university town — UT Martin was founded in 1927 and sits on a two-hundred-and-fifty-acre campus here — and that shapes the housing more than anything else. A large rental stock of older converted houses near the campus, occupied nine months a year and empty for three, sits alongside a stable owner-occupied town. The empty months are when a small supply-line failure has time to become a structural one.
