Take Lexington first and Henderson County second: the town sets the conditions, the county sets the rules. Incorporated city and the seat of Henderson County, with a 2020 population of 7,956.

Twenty-eight road miles from Jackson makes this the longest regular run on the eastern side of this desk; Henderson is twenty-five miles southwest, Parsons twenty-two east and Scotts Hill fifteen south. The roads are good and the city is easy to move around in. The constraint is what happens east of it. The ground steps down about three hundred feet from the plateau into the Western Valley through this part of the county, and rural addresses on that slope are the slowest to reach in bad weather.

Work concentrates along the Beech River corridor and in the older housing nearest it. That is not only a flooding story: houses on low, damp ground age differently, and the space under the floor is the part of the building that shows it first. The newer subdivisions on the highway approaches generate a different and generally smaller class of loss. North of the city, Parker's Crossroads and the Natchez Trace State Park area are rural enough that a call from there is a county job in everything but the mailing address.

This city enforces a newer code cycle than any of its neighbors while the county around it has opted out of residential permitting altogether. A rebuild inside the limits is permitted and inspected; the same rebuild a mile outside is not inspected by anyone unless the owner asks for it. Since 2017 an owner in an opted-out area has been able to request a voluntary state inspection, and on structural repair after a fire or a flood that request is worth the money. Out there it is the only external check on the work that exists.

Lexington is a working county seat rather than a commuter town, and its housing runs from pre-war frame around the square out through mid-century brick to modern subdivision on the highway approaches. The Beech River rises about five miles northwest of the town and runs through it, which puts a meaningful share of the older housing on ground that drains toward a stream rather than away from one.
